Powder over powder

Home Eastwood powder coating kit - I know the importance of preppin a part before coating
But, can i powder coat over powder coating? I;m trying to coat all the exposed engine bay bolts, when they were originally coated, a bronze like color powder was used & it just doesn;t work with my all black/aluminum trend.
I went at a couple of them with a wire wheel, maybe dulled them a bit but, certainly didn;t take the bronze/antiqiey color off
Any prep. thoughts or do i just try a couple?

Will the powder melt off, or at least soften, with a little time in the oven? Media blasting will clean the old off. I doubt that it would be advisable to coat over the existing powder.

the right answer is NO , It just dont stick right. Have it blasted and do it right.....
