Question about the cam bearing

I have a Explorer short block and I notice on the cam bearing one oil hole on the bearing is open and the other one is closed. Should the other oil hole be open? Or is there just one oil hole opening? On my old block there are 2 oil hole openings.

Is your OTHER block OLDER or NEWER than this block? Could simply be a reversion of a casting. Or a mis-aligned bearing.
