Just as it says: Do I need to use a puller to reinstall the balancer, or can I use the bolt to pull it on?

Put the balancer in boiling water and while the balancer is still piping hot, put it on the crank and zip it on with the balancer retaining bolt. It will go on easy and won't take much force on the bolt to seat the balancer all the way in.

As others have said the hot water trick works well and you can carefully tap it on using a rubber mallet if you need to but make sure that you oil/grease it before attempting this. I didn't and it damaged/pinched the seal as it went in and I didn't realize it until AFTER the engine was completed and in the car!

Guess what...I had a nice leak and had to pull everything off and start over with the engine in the car. Not a mistake you want to repeat.
