71 f100 c4 shifts early and engine lugs down in D or R

have 2 problems maybe are related maybe not.
truck. 71. 302 built. cam headers holley pertonix ign. .
trans was rebuilt some time ago. unknown who or when. but trans was very very clean compared to engine. before i rebuilt engine.
so engine lugs down bad going to D or R from P and N.
a drop of 400 rpm.
second issue. the classic quick shift problem of 1 to 2 to 3 happening all in before you get to 25 mph.
i have adjusted modulator and rod length check. as per previous post on this topic.
bad torque converter?
bad valve body or kit not correctly set up?

So motor specs ? Cam size ? Guessing stock converter or generic basic converter?

302. 1967 heads. ported polished 351w valves
howards cam. rv type profile.1.73 rollers runs 15 inch mercury at idle. holley intake. also ported. edelbrock carb jetted up. headers etc etc. its a basic hot rod engine.
and yes. near as i can tell. stock converter. very low stall

ok , no vacuum leaks ? that can cause RPM drop in gear . Timing? You may be able to run more initial advance might help? Idle mixtures , again need to be right . Could try adjusting the mixtures in gear see if that helps any

An RV cam and that vacuum I assume is a basic grind type cam? A stock converter SHOULD work
