E-brake rattle after lowering with blocks

Guys I recently lowered my 62 fairlane 4-door. 3" blocks in rear and lowering springs up front. All went well however i have noticed what i think is the emergency brake bracket bouncing on the top of my glasspacks and driving me crazy. I have been all under the car and nothing else is loose or rattling. Is this common when lowering the rear? It seems to make sense that by having the axle and wheels higher in the wheel wells that it might shorten or take out some of the original slack? If this is the case do i simply tighten the center bolt on the e-brake bracket where it splits to go to each wheel? Thought i would ask before i start wrenching. Thank you.

does the pedal go to the floor when you use the park brake? should be specs for it in the fsm

It has a hand pull ebrake. It has always been very firm and still it.
