Chances are that it's not, not because of the engine but because of the LTD trim. Most of the police packages were low level trim cars like the Custom and Custom 500. Not all police packages had the 460, Ford offered several combos with the police package including the "Guardian" package with the 351 or 400 2V, which had all the other police package goodies but were mostly used for the brass and detectives. Infact most cruisers did not have posi rear ends, it made for better handling on wet road surfaces. If you don't have a "certified calibration" speedometer then it's not a police package vehicle. Now this is not to say it was never used for a police cruiser, the department could buy any vehicle and use it for police work.
