toploader clutch linkage

I have a toploader from a 69 Fairlane in my 64 Galaxie with a 400 block.
The clutch linkage is giving me a lot of trouble, and has never shifted easily.
Looking at it, it looks rigged pretty badly. I don't know much about manuals, but it does not look straight like in the diagrams, and has springs holding everything in place.


One good thing is the Z bar pivot boss seems to be intact on the block.


Does it look like it has too short a clutch fork for this car, and the previous owner welded and bent everything to try to get it to line up?


Any ideas on what needs to be done to fix the situation would be appreciated.
