Reverse Manual Valve Body Question?

I've installed a PA Reverse Manual Valve Body in a customers transmission. PA is closed today or I would have called and asked them.......am I correct in saying that I don't need to install the throttle valve or vaccuum modulator since this is a completely manual valve body?? I was just planning on filling the vacuum modulator with silicone and plugging the hole with it and no throttle valve/spring. Will this be acceptable? Thanks for the help!!
