Verify that you have power to the + side of the coil when the key is on. Then with a test light or voltage gauge or DVOM hooked up to the negative side of the coil, crank the engine, the light, or voltage gauge should pulse with each trigger of the points. If it does not, ensure that the points are actually opening and closing as they should. I usually start with a baseline of .018 gap on the points when open and then adjust the points with a dwell meter from there. About 28-32 degrees of dwell is what you want.
