95 mustang 5200 rev limit can it be changed

hi i have a 95 mustang gt . i have had poor performance from this car compared to my 89 lx 5.0. the rev limiter is set at 5200 and i was told that the computer retards the timing automaticlly on full throttle is this true and if so can it be fixed and can the rev limiter be changed or reprogramed. thanks for any info.
