I need some opinions on about where I need to start as a baseline line for jetting my fast back. The 289 has a ported torker 289 intake, 165cc afr heads, 230 degrees intake duration, 1/58 hooker comps, around 11:1 compression, mallory unilite ( needs recurving), and a stock Holley 650dp with stock 66/72 jets. It doesn't get a lot of road time or strip time, still not complete. I really need a recommendation for a good safe starting point. It seems fairly strong now but I feel the jetting needs some help.

When I had the 650dp on my 289, which is very similar to yours except for my Windsor Jr. heads and 236 camshaft, and mine liked to be a little richer than stock, I settled on 70/76 jets which seemed to run great.

Start with the stock jetting and only change it if the car dictates it. Mine ran stock for 2 years before I installed the funnelweb, then I had to go up one all around.
