I just installed a new Voltage Regulator and pig tail on a 1991 Ford F-350 7.3 L truck. I was going to try to start when I noticed that the negative battery cable was getting very hot. What would cause that to happen? Thank You

A poor/dirty/loose connection at either end of the cable causes resistance, resistance builds heat.

+1. If it was instead a large current draw, then the positive cable at the battery would also get hot. If the positive IS getting warm also, then you either have a mis-wiring or a failed component.
