I'm going to fab up a monte carlo bar for my '64 comet and was wondering where the best place to attatch is? I've seen many attached to the fenders. Is this ok or should it really come off the shock towers. Mine havent moved yet and want to keep them that way.

It really should be mounted off the shock towers as the fender aprons are sheetmetal and you will get some flex in there. Also, keep it made out of steel with a O.D. of at least 1 1/4" and a wall thickness of .120". Aluminum looks pretty, but most of the aluminum versions I have seen are far too flimsy for the job.
Technically the "standard" ready made bars actually do mount the the shock towers. The three bolts in the front apron are the front flange of the shock towers. However I agree that mounting one as close to the tower as possible would still be better. Stu
