I just put a B & M shift kit in my C4 and upgraded to a tci street fighter torque converter. Now it will not shift into 3 rd gear. B & M supplied a new modulator valve so I'm guessing that is not the problem.

Are there any adjustments or checks I can make?

I'd say the modulator is the issue.Check the vacuum is good to it.If it is adjustable type maybe it is screwed in too far,maybe back it out a little. Try putting the original back in to see what happens.

This also happens if you forget and leave the modulator vacuum line off, or hook it to venturi vacuum instead of manifold vacuum. Not that I've ever done that.
