my c4 won't shift in drive, but will shift when put in 2nd or 1st, just not drive. I found that the governor valve was stuck. I cleaned it, put it back together, made sure it moved freely in the bore. But it still wouldn't shift upon reassembly. My plan is to put in a different govenor. If anyone has any other suggestions it would be appreciated, thanks.

There is only vacuum at the modulator, the governor uses oil. Confusion happens to all of us.
What year is the C4? Is it possible that you have one of the rare C4 manual shifting "semi-automatic" transmissions that Ford produced for part of a year?

it's the original tranny in a 73 gran torino sport with a 351c. I rebuilt it about a year and 1500 miles ago. it's worked fine until now. I'm going to try putting in a different governor.

I am unclear when you say it will shift in 2nd or 1st.

Unless you have a 66 or earlier valve body there is no shift in 2nd and never a shift in 1st.
Make sure there is vacuum at the modulator and the kd is nor stuck down.

I'm sorry, I should have been more specific. The tranny has a TCI manual/auto VB. When the tranny is in drive, there is no shift. However, if I move the shifter into second, it shifts into second, and when I move the shifter into first/low, it shifts into first. But when the shifter is put into drive, it goes back to first and won't shift. I've checked for vacuum at the modulator with a tee fitting, it's good. I've removed the valve body and checked the valves for free movement, it's also good. That's why I'm thinking it has to be the governor.

Does it move at all in "Drive"? Does it move in low gear when it is in drive and just not shift into second and third?
My bet is on the TCI valve body. I haven't heard much of anything good about their VB's, converters, or trannys. Governors don't usually just "go bad" without a reason. Have you had the modulator out recently? It should have a pin between the modulator and the valve, if this is jammed between the modulator and valve (caught on the edge) it won't shift until about 4200 - 5800 depending on the governor that you have. Make shur you put the governor back in right - if you turn it 180 degrees the oil passages don't line up.

When I pulled my governor back off, it was stuck again and not moving freely. I put a different governor on with same results. When I say it won't shift in drive, I mean it will move, like it's in low gear, but with a lot of slippage. It feels like it's low on fluid, but it's not. I didn't rev it up to 4800-5200 rpm to see if it would shift. However, when the shifter is manually put into 2nd or 1st, it works fine. No slippage. Just when in drive that this happens.

It sounds like you have lost a thrust washer and the debris is sticking the valve. Sounds like you may have to tear it down and and see what is coming apart. You can air test the governor. Should make farting noise if working correctly. when manually shifted into first, it acts normal. When shifted manually into second, it acts normal. When shifted into drive, it acts like it downshifts into first, with a lot of slippage, and the symptoms described earlier. But when in manual first or manual second its fine. I'm thinking of putting in a full manual valve body until I get a chance to pull it all apart.

It sounds like either the linkage needs to be adjusted or the 2-3 shift valve is stuck. The governor is obviously picking up something - is the thimble screen in place? It should keep most debris out of the governor. The governor won't control the shift to 3rd unless you have the throttle mailed to the floor. There is more to this problem than you are seeing.
