is there a way to compare heads flowed at 25" h2o to heads flowed at 28" h2o? i assume the same head flowed at 25" & 28" would show higher figures at 28", but is there a conversion factor?

Yes, it's simple.

The difference is the square root of the ratio of the flow depression inches.

e.g. You have flow at 25 and want flow at 28?
multiply by sqrt( 28/25 ) ( multiply by 1.058 )

You have flow at 28 and want flow at 25? sqrt( 25/28 )
( multiply by .945 )
