The quick answer is no. I don't know all the particulars but in '72 ford was forced to drop compression ratios to help comply with new pollution laws. The '71 Boss was listed at 330 hp. In '72 there was a 351CJ listed at 266 and a 351 H.O. listed at 275. This was the highest HP rating for the year. However, '72 was also the year HP computing methods changed as well causing HP ratings to drop even if actual power output were to have been the same. They weren't producing the same power of course due to lower compressions, retarded timings, low lead gas etc but the actual drop in power though very noticeable, was not as great as the numbers made it appear when comparing with '71 and previous numbers.

You are pretty much comparing the best cleveland ford built to the worst in terms of hp..Huge difference...I used to smoke my cousin's 72 Mach with my 70 302 2V mustang coupe.
