Yes and no (kind of). For a stock replacement yes. There was a company that has a 1 piece headliner that went over everything that didn't require windows to be removed but it looked a little strange to me. But basically yes. The best way

Personally after doing my 66 Stang, yes is the best way. But no you don't have to, but it won't be tight. It won't be tight because the headliner actually is rolled up on the same metal lip the window rubber seal goes onto. This helps hold the headliner tight and less chance of it loosing and falling down. They did this on both front and rear windows. And if your Stang has the orginial rubber gaskets in the windows, good time to replace them anyway.
