Well bolt holes do not define a deck as wet or dry. 351W's are a dry deck in that the gasket seals the whole surface and nothing runs over the deck of the block. I have seen a post for FE head gaskets that had enough sealing ridge that water could flow across the deck.
But all Fords that I know of (flamers see disclaimer) have blind head bolt holes and the bolts do not need sealer.
Earlier 289-302 blocks, and all the 351W units I've seen have blind threads for all the head bolts. They do not run into water, and do not need sealer. However, the later model 5.0 blocks are like Chevys, and need sealer since their threads run into water.
