For whatever reason I thought the lower head bolts on Windsors were "wet" but in chasing the threads and looking them over, none seem to be other than blind. Wet or dry?

Well bolt holes do not define a deck as wet or dry. 351W's are a dry deck in that the gasket seals the whole surface and nothing runs over the deck of the block. I have seen a post for FE head gaskets that had enough sealing ridge that water could flow across the deck.
But all Fords that I know of (flamers see disclaimer) have blind head bolt holes and the bolts do not need sealer.

Any idea on when this changeover happened or is this a typical Ford thing where you have to kinda guess at when, what, where, who, how and why?
