i would guess that it faces up but then that would make it uselss wouldnt it since the base of the carb is shaped the same as the spacer so it wouldnt really do anything or does it face down doing into a single plain manifold and help with a smoother airflow? i thought it was a simple answer but i guess not now that i think about it

Bingo

Yes the stock 4-hole side of the spacer goes against the carburetor and the tapered side goes towards the manifold, to make a more gradual transition into the manifold and make the turn into the manifold ports easier/less sharp.
