Depends on the kind of system you're buiding. Some fuel pumps are built with a bypass for pressure regulation, in which case you'd plumb your return line from there. Other systems utilize a separate regulator, which can be either a 'dead wall/head' regulator, which means that it just block the pressure to the required amount with no bypass, or a bypass style, in which case you'd plumb your return line from the regulator. On a 400hp motor, a return line is purely a matter of preferance. They offer a margin of safety in that you're overpowering your fuel system (thus the need for the return line), so if it's required, there's plenty more to back it up. Plumbing the line itself is pretty straigh forward, especially if you're capable of building a 400hp+ motor.

Hope this helps!

I'd replace all the pickup, lines etc when I cossed 350HP. The stock pickup is the most likely resitriction. If the rest of the stock feed is 3/8 and not kinked or hurt, you could use that. A return system -set up properly - assures that the carb will get the full output the pump can produce. You plub the return into the tank where ever it works for your vehicle. Check the Mallory web site for some good diagrams.
