I figured there may be more classic car guys over here and would like to know what you think about such a bill being passed.

Energy Policy Act of 2002 (Placed on the Calendar in the Senate)

SEC. 803. ASSISTANCE FOR STATE PROGRAMS TO RETIRE FUEL-INEFFICIENT MOTOR VEHICLES.

(a) ESTABLISHMENT- The Secretary shall establish a program, to be known as the `National Motor Vehicle Efficiency Improvement Program,' under which the Secretary shall provide grants to States to operate programs to offer owners of passenger automobiles and light-duty trucks manufactured in model years more than 15 years prior to the fiscal year in which appropriations are made under subsection (d) to provide financial incentives to scrap such automobiles and to replace them with automobiles with higher fuel efficiency.

(b) STATE PLAN- Not later than 180 days after the date of enactment of an appropriations act containing funds authorized under subsection (d), to be eligible to receive funds under the program, the Governor of a State shall submit to the Secretary a plan to carry out a program under this subtitle in that State.

(c) ELIGIBILITY CRITERIA- The Secretary shall approve a State plan and provide the funds under subsection (d), if the State plan--

(1) requires that all passenger automobiles and light-duty trucks turned in be scrapped;

(2) requires that all passenger automobiles and light-duty trucks turned in be currently registered in the State in order to be eligible;

(3) requires that all passenger automobiles and light-duty trucks turned in be operational at the time that they are turned in;

(4) restricts automobile owners (except not-for-profit organizations) from turning in more than one passenger automobile and one light-duty truck in a 12-month period;

(5) provides an appropriate payment to the person recycling the scrapped passenger
automobile or light-duty truck for each turned-in passenger automobile or light-duty truck;


(6) provides a minimum payment to the automobile owner for each passenger automobile and light-duty truck turned in; and

(7) provides, in addition to the payment under paragraph (6), an additional credit that may be redeemed by the owner of the turned-in passenger automobile or light-duty truck at the time of purchase of new fuel-efficient automobile.

(d) AUTHORIZATION OF APPROPRIATIONS- There are hereby authorized to be appropriated to the Secretary to carry out this section such sums as may be necessary, to remain available until expended.

(e) ALLOCATION FORMULA- The amounts appropriated pursuant to subsection (d) shall be allocated among the States on the basis of the population of the States as contained in the most recent reliable census data available from the Bureau of the Census, Department of Commerce, for all States at the time that the Secretary needs to compute shares under this subsection.

(f) DEFINITIONS- In this section:

(1) AUTOMOBILE- The term `automobile' has the meaning given such term in section 32901(3) of title 49, United States Code.

(2) Fuel-efficient automobile-

(A) The term `fuel-efficient automobile' means a passenger automobile or a light-duty truck that has an average fuel economy greater than the average fuel economy standard prescribed pursuant to section 32902 of title 49, United States Code, or other law, applicable to such passenger automobile or light-duty truck.

(B) The term `average fuel economy' has the meaning given such term in section 32901(5) of title 49, United States Code.

(C) The term `average fuel economy standard' has the meaning given such term in section 32901(6) of title 49, United States Code.

(D) The term `fuel economy' has the meaning given such term in section 32901(10) of title 49, United States Code.

(3) LIGHT-DUTY TRUCK- The term `light-duty truck' means an automobile that is not a passenger automobile. Such term shall include a pickup truck, a van, or a four-wheel-drive general utility vehicle, as those terms are defined in section 600.002-85 of title 40, Code of Federal Regulations.

(4) PASSENGER AUTOMOBILE- The term `passenger automobile' has the meaning given such term by section 32901(16) of title 49, United States Code.

(5) SECRETARY- The term `Secretary' means the Secretary of Energy.

(6) STATE- The term `State' means any of the several States and the District of Columbia.

This has all been proposed before. I remember a lot of us getting excited a few years ago. Then it was cars more than 25 years old. I suppose it could happen but not likely.

Seems like this has been going on for a few years now.

Politicians will try to run it through every so often.

They will get my cars about the same way they will get my guns.

They will never get my guns. I will not be disarmed and unable to protect myself from this government as they become more and more controlling. The Democrats want to disarm the people so they have more control of us while we can do nothing. Socialism and Comunism have proven inadequate but Democrats are trying to make this country like that anyway. Lets outlaw vehicles because people can and do die from them. Hey, lets handicap (discriminate against) the strong and smart so the weaker, handicapped, and minorities have an equal and better chance with equal or better pay with less skills and bad work performances. Lets make poor kids that are gang bangers(except white trash) be able to go to private and better public shcools for free by law at different middle class and upper middle class locations so they have the equal chance at an education(which they still won't get because they don't want it) while they poison the good young minds and terrorize students of the respectable schools to which they were brought(against the recipient schools' wishes). Yeh, lets take low life trash on welfare that will not work but do drugs and gang bang and give them a generous monthly housing allowance to live anywhere with the wealthy and middle class so those nice neighborhoods are just as crime and drug ridden as the slums they came from but only for minorities and not the white trash who should have equal rights to screw up a respectable neighborhood but don't. Desegregation the Democrat way. Yah, thats the way for equality! Make the rich poor, the middle class poor while keeping the poor poor. Thank the Democrats and their total equality agenda. They are the trouble makers and why this country is no longer the best and going to the dogs fast.

Greg hit the nail on the head, VOTE, VOTE, VOTE!!!!!!!! We all poke fun at the way all the old people vote. We should be following their example, I vote for everything. I also vote no for every tax increase that I'm allowed to vote on. It's principal for me, if they are going to allow me to vote on increasing my taxes or not I'll vote no everytime, no matter the issue. GB got elected partially because of the notion that Clinton had ruined our military, how's the war going? That's Clinton's under prepared military that's kickin ass right now. They will use the Towers and this war as an excuse to raise taxes, wait and see. I'll wager the trillion dollar surplus will evaporate before our eyes and be replaced be a trillion dollar debt. I have personally contacted everyone of my states people in DC about issues, I've called and emailed the white house. You have to do more then just bitch about it on this forum, you have to put a little effort in it.

Our military is not under prepared at all.
They are under funded for sure.
But for what they have to work with they are ready. Do they need more money...of course. After every period of build up there is a build down. Reagan built up the military after the build down from the Vietnam war...Raegans build up is what was used to fight the Gulf War(perfect timng?)....the build down was coming regardless...once the Berlin Wall came down.

Lucky for us (up here in Canada) we dont have any of those problems. We dont have any military,money and our dollar sucks!

If anyone needs to get rid of a car cheap let me know. I'd love to help you out.

I have a 1964 Ford Falcon 4 door for sale make me an offer ($1500 but I am not firm) It has no rust, I am the second owner and I put 800+ dollars in new suspension and springs last year. The 6 cyl has been rebuilt 2 times, and it is essentially dead. The interior and headliner is very nice. If interested, contact me off the board.

...and here we go with the military "buildup"
Bush just said today he wants 43 billion dollar increase in the defense budget. In his own words "the largest defense spending in 20 yrs"...Lets see 20 yrs ago... yea a guy named reagan did this same thing...cut taxes and dumped a boat load of money into the defense dept....tripling the debt. We never learn. I just hope another boom like the dot com boom comes along to bail us out. The buget surplus is history....that didnt take long....sheeez.
