I am putting my cleveland back together and I am wondering how to set the rocker arms on. and what to torque them at? Thanks

Easiest way: get a Chilton's manual for 65-73 Mustang. The manual does a good job of explaining the sequence. I think the torque value is 25-28 ft-lbs.
Tip: I'm guessing that you have pedestal-mount rockers. If you have the stock aluminum fulcrums, throw them away. Use late-model 302 pieces. They are sintered iron with oiling grooves, and are very close dimensionally. They work great on mine.
