Easy way to do it is to have a window open and resize/zoom to whatever size you want the picture to be, then press alt+print screen, paste it into MS Paint, crop the picture (hit esc, then the box made with dotted lines, select your picture with the box), copy that, and then resize your working box inside of paint smaller than the picture and paste it. Then save as a jpg file.

That is how I do it when I don't have a good program. You could go and download Ifranview to make that process a lot easier.

open it in paint, then under the menu theres "stretch/skew," and just change horizontal and vertical to 50% or whatever size and then save as so you dont overwrite the original.

Paint pixellates it a little bit, Irfanview would do it better.

If you have windows xp just right click the pic and select "edit"

Then hit Cntrl + W and stretch it down. I normally do a 40%x40% reduction.
