I have a pair of Lakewood traction bars that I'm going to put on my 65 comet. They're the one's that replace spring plates. I have the 8" axle that necks down toward the end, and because of that the stock U-bolts are too narrow. They give me a part no. for new bolts that fit but they are just wider U-bolts, I don't know if it's right with slack on the sides of the axle. Is it necessary for the bolts to be tight around the sides of the axle? Should I just put them on with bigger bolts or drill out the plate a little to make the stock ones fit?

Do not use bolts that are too wide and only touch the housing near the top. Instead, elongate the holes and use the stock diameter bolts. That is also how premium traction bars (like Caltracs) are done. Not only is it the best way, it will save you a few bucks too.
