I have a 75 mercury comet with drum brakes all around(if it matters) and the front bearings are shot. I've got the actual bearings out but I can't seem to get the shims to budge at all. Does anyone have any tips for removing the shims? I appreciate it.

When you say shim I guess you mean the "race" in the hub. You need a good long slender drift punch and a good heavy hammer and catch the edge of the race from the opposite side ( through the hub) then give it a nice solid hit then move around the race a few degrees each time repeating this process.
