I'm trying to track down the cause of not being able to run above about 6000 RPM, and I think it might be a fuel delivery problem. I've got a see-through fuel filter, and I've noticed that it will often be nearly empty. Is this normal? If the floats in the carb cut off the incoming fuel, would you expect the filter to do this? I'm not sure if this is really a problem or if I'm just chasing my tail.

I've got a new Carter mechanical fuel pump, and the element in the fuel filter has just been replaced. I have not yet checked the adjustment of the floats.
