While getting the interior ready for new carpet I decided to pull the seats and package tray to clean them up. There was a water leak in the back window so the package tray got wet. The good news is it is not fiberboard...it is sheet metal (or some version of metal) with a black vinyl layer on top. The metal has some minor surface rust in each corner. What is the best way to fix this? Sand it down and put a new layer of vinyl on it? Paint it? I am not sure what to do.

Does it have the texture pressed in the metal? If you just spray a coat of color over the top your rust will come back and the paint will fill in parts of the texture. If you have the time, pull it, chemical strip off the old paint, light coat of phosphoric acid (kills the rust), and light coat of color, no primer.

I'm working on my 65 package tray. I Did the same thing Brett talked about for the rust. Instead of painting I covered it with vinyl. To me it look better.
