Starter mesh with flywheel problem

Friends truck brought to me with the tranny and t-case removed. 460 motor and a 4 speed. Old flywheel was chewed up and replaced. 180 tooth Still the starter engagement was not right. Found a cracked bell housing and replaced, dowel pins are in place. New starter from Ford , no change. Ended up removing the sheet metal plate between the bell housing and block. Now the starter will contact the full width of the flywheel teeth but not go deep enough for good gear mesh. Maybe an 1/8th in deep into the gears. Seems like the starter needs to move inward towards the rotating assembly. Do not want to chew up a new flywheel. Any idea's?

The truck is an 89. I assume it is the original motor

Did this ever get resolved? Just curious if it's the right flywheel. Seems like there was something the older Bronco guys used to do when swapping 460's in where 351M's had been, and it was to do with the flywheel or clutch and starter/ring gear. Not sure.

The Block plate has been removed. But that is not the direction the starter needs to move. Its as if the starter needs to be closer parallel to the crankshaft. Just the very tips of the gear teeth mesh.

Sorry don't know the later 460 stuff so well but is it possible the proper tranny should be a ZF5? I don't believe the 4sp is a direct replacement but i could be wrong. I run those 4speeds in my truck behind a 408 and its like lego. The problem is, to run a zf in my truck i would have to make some not so simple modifications. When i think of it this way i would suspect that your buddy replaced the zf5 with 4sp because he either couldnt find one or didnt want to pay.
