My new to me 1964 Galaxie 500 has the frame rails resting on the rear leaf springs. Is this because of the shackle mount bending over it's 61 years? If not what could be the cause?

I believe I have figured this out. Tne shackles are being pushed back by the springs flattening out resulting in the frame rail resting on the springs. Going to try having a leaf added and re-arching the springs to move the rear spring end to have the upper shackle mount moving forward and away from the frame rail.
That looks like a lowering set up of some sort. I think you need to modify the shackle, not the spring. It looks like that end of spring touches the frame all the time. You may be able to add spacers to where the rear shackle mount attaches to the frame, or shorten the legs to the spring eye. Is that bent bracket, rear shackle mount, bolted to the frame?
Does the car sit low in the rear? Could the springs be on the wrong side of the frame mounts? How is re-arcing the springs going to help if the issue is at the end, which isn't going to move?
It is going to shorten the spring. Witch will move the shackle forward and making it not arch as far backwards giving it space between the spring and frame rail.
is it riveted on? if so you can drill out the rivets take it in to a place with a big hydraulic press and bend it back
