Try counter clock wise if clock wise doesn't work. I just pulled my 67, and it was counter. You will know when it is the right way, it will just fall in your hands along with the horn spring.

It is best to disconnect the ground at the battery, or you will be blowing your horn when you push down to turn it.

Yep probably need a puller as it's tapered a little bit. Unless you are a real muscle man as I've seen it done by hand. The guy put the nut on til the bolt is just below the edge of it, smacked it with a hammer, gripped both sides of the wheel and pulled really hard and it popped off.

I don't have the muscle so used a puller.

If you don't have the actual steering wheel puller one of those 3 way type gear pullers will work.
